Poppies and eight wooden soldiers were stolen from a road war memorial on Remembrance Sunday, police said.
Greater Manchester Police (GMP) said they were taken from the central reservation in Bury Road in Breightmet, Bolton, between 15:00 and 20:00 GMT.
GMP said "several" poppies were taken in the theft on Sunday when services took place across the country.
Police have appealed for information for the return of the "missing soldiers and poppies".
Sgt Zach Keneally said: "The community comes out in their numbers every year to honour those who have lost their lives in conflicts, and it is fantastic to see these soldiers and poppies on the central reservation as a mark of respect to the servicemen and women who have fought for our country."
