Homes and businesses were evacuated after an unexploded World War Two bomb was found on an industrial estate.
Police were called to Penlake Industrial Estate in St Helens following initial reports that an "artillery shell" had been discovered.
Firefighters created a 400m (440yd) exclusion zone as a specialist team removed was later identified as a wartime bomb.
Residents were free to return home from about 15:25 GMT, police said.
A St Helens Council spokesman said the industrial estate and most homes in nearby Reginald Road were evacuated.
Train services between Liverpool Lime Street and Manchester Victoria were also temporarily suspended by Transpennine Express.
