A local authority in Surrey has voted to freeze its share of the council tax in the next financial year.
Guildford Borough Council said it would not increase the tax despite seeking to save £2.2m over the next 12 months.
Councillor Andrew Hodges said the majority of council staff except the lowest earners would face a pay freeze for a second year.
Mr Hodges, the lead member for finance at the Tory-run council, said: "Our overall financial position is healthy."
He added: "However, like many other councils we face a challenging financial future."
