Scarborough care home placed in special measures by watchdog

A Scarborough care home has been placed into special measures after it was rated as "inadequate".
The Care Quality Commission (CQC) visited Eagle View Care Home in January, with the site providing care for up to 42 people.
The watchdog found safeguarding concerns, including a resident being "restrained inappropriately".
The care home said it had implemented "a number of new systems" to keep residents safe since the inspection.
The facility, run by Amicura Limited, had 26 residents at the time of the CQC visit.
The inspection was prompted "in part due to concerns received about staff practice and the culture of the service", according to the CQC.
Following the inspection, the overall rating was downgraded from "good" to "inadequate".
Linda Hirst, CQC deputy director of operations in the north, said: "When we inspected Eagle View Care Home, it was concerning to see the lack of strong leadership displayed by the provider.
"They didn't have effective systems in place to manage, monitor and prevent risks to people."
'Clearly disappointed'
Ms Hirst said that two safeguarding concerns had been reported to the local authority during the inspection.
She said one person had not been supported with their continence during the day, along with the example of inappropriate restraint.
There were also issues connected to residents not being supported in their independence and people being left with no stimulation other than television.
"We will return to check on their progress and won't hesitate to take action if people are not receiving the care they have a right to expect," Ms Hirst concluded.
Eagle View Care Home said it was "clearly disappointed" with the CQC rating.
A spokesperson said: "The CQC noted in its report that a new manager had been appointed just prior to its visit and that significant progress had already been made in a short period of time.
"Since the inspection took place, we have focused on making the improvements required as quickly as possible and additional support has been provided to assist the team in the home."
They added: "We look forward to the CQC's next visit, when hopefully ratings are upgraded to reflect the improvements made."
