Justice Secretary defends policy for halving rapists' prison sentences

Ken Clarke has passionately defended his policy to halve jail sentences for people who plead guilty early, including in cases of rape.

Appearing on BBC Radio 5 live, Mr Clarke said that his new proposals sent a clear message to defendants
