Baroness Flather on housing benefits and welfare changes

Baroness Flather said it was "not right and not fair" for benefits to pay for people to live in "central London first-rate accommodation" which they could not afford if they were in work.

The cross bench peer, who was a Tory mayor, said some families were having children to give them benefits, as she spoke of her bid to limit welfare payments to cover only the first four children in a family.
