Council tax bills frozen in some English counties
Some local authorities in England are planning to freeze their council tax, as the government has promised them grants to keep bills down. But some are rejecting the cash and putting the tax up.
Adam Fleming reported from neighbouring West Sussex and Surrey on the arguments for and against a freeze, as he spoke to ice sculptor John Bolton and Surrey County Council leader David Hodge.
