PM: Higher welfare payments 'not fair'

Welfare reform was high on the agenda in the first Prime Minister's Questions of 2013.

The opening question came from Karl McCartney, Conservative MP for Lincoln, who called for people on benefits to receive the same pay increase as public servants.

David Cameron said that it was right to have a cap on welfare payments, and that Labour needed to "think again" about their policy.
