Sir Merrick Cockell on council funding, fees and charges

The "vast majority of councils" are not making a surplus on any of their charges, said the chair of the Local Government Association.

Sir Merrick Cockell was responding to Audit Commission figures for England and said "about 10% of what we spend overall in local government comes from fees and charges".

He said the money from parking fines and charges did not go "into an imaginary bank account", and government rules meant the money had to be spent on parking and road services.
