Council tax rises: 'I never stop thinking about paying things off'

The BBC's Alex Forsyth has spoken to Ryan Swain, an entertainer and DJ, who has faced financial difficulties after much of his work was cancelled due to Covid restrictions.

His story comes as two-thirds of councils in England that responded to a BBC survey of 152 local authorities said they were considering raising council tax next year.
