Starmer: Energy firms should pay for freeze on utility bills

The Labour leader has said there is "no justification" for the incoming prime minister not to freeze energy bills.

Sir Keir Starmer said it should be funded by a windfall tax on oil and gas companies which have made "excess profits" this year.
