Smith Commission: Swinney says 'welfare powers not delivered'

Deputy First Minister John Swinney has welcomed the Smith Commission's recommendations on new powers for the Scottish Parliament but says they fall short in welfare and job creation.

Mr Swinney said the powers needed to enable job creation and to tackle in work poverty have remained with Westminster as devolution of the welfare system including the minimum wage had "not been delivered".

He was speaking in response to the recommendations for a stronger Scottish Parliament, as outlined by Lord Smith, the man tasked with delivering greater devolved powers following the independence referendum.
