Edinburgh had been unusual in operating a system which gave the council statutory powers to force homeowners to make repairs

Two reports which reveal how a £40m black hole emerged in Edinburgh City Council's property repairs department have been published.

Auditors from Deloitte were called in two years ago to investigate allegations of fraud and mismanagement.

They found serious failings and a lack of accountability in how the department was run. The department's head, Dave Anderson has since resigned.

The previously confidential reports are now available on the council's website.

Some names have been removed from the report, external because of legal issues.
