A 2016/17 budget of almost £700m has been agreed by Aberdeenshire councillors, after savings of £28m were identified.
The council said £533m had been agreed for revenue, £100m for capital programmes, and £60m for housing.
Savings were said to include increased charges for some services, and more efficient ways of delivering services.
Aberdeenshire Council warned of further pressures on budgets in coming years.
Every Scottish council previously accepted the Scottish government's funding deal.
