Hundreds of homes and a new retail, leisure and business development at Blackdog in Aberdeenshire have been recommended for approval.
The project to the north of Aberdeen would include 550 houses and a separate development with multi-screen cinema, shops and a food hall.
Aberdeenshire Council's Formartine area committee recommended approval.
The planning applications will now be discussed at a meeting of the full council next month.
