Police were called to Cardiff Gate at about 04:20 BST and the road reopened early afternoon.
Next of kin of the man who died have been informed and inquiries are on-going, said the force.
Following the second crash, people took to social media saying they had been stuck in traffic at Newport since 07:45 BST with "no water and in need of a bathroom".
