'Storm clouds gathering' over Welsh rail franchise

Jeremy Miles says there have been 'storm clouds gathering' over the Welsh rail franchise, amid a row between the UK and Welsh governments.

The Labour AM for Neath says powers to tender the franchise should have been passed in January 2017 - but it was revealed at an assembly committee on Monday that this may be delayed until next year.
