Councils 'want to get good value for money' on procurement
Procurement expert Prof Dermot Cahill from Bangor University has said Welsh councils are failing to use an organisation set up to bulk buy goods and services because they can get better deals elsewhere.
The National Procurement Service (NPS) continues to be bailed out by Welsh ministers after failing to hit targets.
Prof Cahill said it was a good idea but had "Alice in Wonderland aspirations".
