Can Trump send National Guard troops to Chicago?

US President Donald Trump has suggested he will send National Guard troops to Chicago, saying "we're going in", when asked about a possible deployment.

The president has claimed crime is out of control in the city, even though FBI data shows the murder rate falling in recent years.
