The County Councils Network, which represents some of England's largest local authorities, said councils had deficits which will reach £4.4bn a year by the end of this parliament in 2029 and said the government must not "keep ducking" reforms.
Reforms to the Special Educational Needs and Disabilities (Send) system in England have been delayed by the government until next year.
Earlier this month parents laid shoes outside council offices as part of a protest about "failed or forgotten" children with special educational needs and disabilities
