The 81-year-old says it is time for new and younger voices to lead, and praises Vice-President Kamala Harris's experience.
Mr Biden stepped aside as the Democratic candidate for November's election and endorsed Ms Harris on Sunday, following weeks of pressure after his disastrous debate against Donald Trump last month.
