New chief officer at Guernsey's Health and Social Services Department

The Policy Council has appointed a new chief officer at Guernsey's Health and Social Services Department (HSSD).

Carol Tozer, currently executive director of services for Scope, will take up the post in September.

In January the HSSD department was criticised for poor financial management following a £2.5m budget overspend in 2012.

In July 2013 the former chief officer, Mark Cooke, said his contract "had come to an end".

Before her role at Scope, Ms Tozer worked at Torbay Council where she was director of social services, director of adult social services and director of children's services.

Deputy Mark Dorey, the minister for the HSSD, said Ms Tozer would bring "extensive experience" that will "help ensure we deliver the range of services that our Islanders need in the most efficient and effective way".
