Why can't Arsenal and Manchester United sign 'a Mahrez'?

Arsenal manager Arsene Wenger and Manchester United executive vice-chairman Ed Woodward have both said recently they could not sign a £400,000 player such as Riyad Mahrez because they are shopping in a different transfer market to Leicester - the MOTD2 Extra panel ask 'why not?'
