Max Moseley calls for Formula 1 to introduce a cost cap as part of "radical" financial reforms.
The former FIA chief's suggestion is for a two-tier F1 grid, with the larger teams running with unlimited budgets and the smaller teams operating under a cost cap.
Last year, Ferrari earned $164m (£107.4m) and Red Bull $156m (£102.1m), compared with the $48m (£31.4) given to Marussia and Sauber.
Mosley was speaking in an interview with BBC F1 chief analyst Eddie Jordan.
