The 28-year-old, who has taken 89 wickets at an average of 17.13 in 16 Test matches, is available to play all forms of cricket for the county.
Philander is contracted to represent Jamaica in the Caribbean Premier League, which begins on 30 July.
The Bellville-born player is eligible to play for Kent in their FLt20 match against Middlesex on Friday.
Philander, who has taken four wickets in seven Twenty20 international appearances for South Africa, said: "I'm really happy to be here, I hope to help the team to create some great chances and hopefully success.
"I hope I can use my experience to help the team and also that I can be a good influence in the dressing room."
Graham Johnson, Kent's chairman of cricket, said; "Vernon is an excellent signing for the club. His Test match record is remarkable, and we hope he will make a strong contribution to the Kent Spitfires' Friends Life t20 campaign, as well as kickstart an improvement in four-day results."
