Newport pushed hard for an equaliser and in a frantic finale Lewis Collins' shot was cleared off the line.
Newport County manager James Rowberry said:
"They've dominated possession. First half we defended really well, it's a poor goal we conceded and it's a chance we should score at the end. I feel we should at least draw the game.
"We had a really positive result against Leyton Orient (beating the league leaders last weekend) but it's disappointing tonight and we need to have a really good performance on Saturday against Rochdale.
"It's fine margins but ultimately we've got to win football matches."
