Defeat leaves Caley Thistle two points adrift at the bottom after a run of nine games without only a single draw to show for it.
Sub striker Gullane fired home with three minutes left - and 60 seconds after coming on - following a corner.
A fourth successive win means Rovers move clear of favourites Dundee United.
