The 32-year-old has played in the Women's Super League previously with Liverpool, while her other clubs include Bayern Munich, Washington Spirit and Utah Royals.
"It's been a whirlwind," she said. "I'm very excited to be here.
"I loved the WSL when I was playing in England, I'm just happy to be back and to get an opportunity."
Palace have also signed 18-year-old Manchester City forward Poppy Pritchard on a season-long loan and Wales defender Lily Woodham, 24, on loan from National Women's Soccer League club Seattle Reign until the end of January.
Forward Pritchard joined City on a three-year deal in January after impressing at Women's Championship club Durham.
She has scored 13 goals in 13 appearances for England Under-19s and joins Palace to further her development.
"It's great to be at Crystal Palace," said Pritchard. "I can't wait for the season to start."
Woodham, who has made 29 appearances for Wales, previously played for Reading and Bristol City.
After signing for Palace, she added: "I'm super excited, I can’t wait to get going with the season.
"I have met the team and the staff, and everyone has been lovely, so I am buzzing!"
