Norwich have signed Senegalese international winger Papa Amadou Diallo from French Ligue 2 side Metz on a four-year contract.
Diallo, capped seven times by his country, featured 28 times and scored seven times as Metz earned promotion to the French top flight last season.
The 21-year-old has signed in a deal worth £4.3m and will wear the number 19 shirt.
Diallo said: "It has been my dream to play in England. I really always wanted Norwich City.
"I am excited about the project and the vision for this club and I can't wait to come to England and meet my new team-mates and the supporters."
The winger began his professional career in Ligue 1, Senegal's top flight, featuring for Génération Foot before signing for Metz in February 2023.
He becomes Liam Manning's ninth signing of the transfer window - announced on the same day as Jeffrey Schlupp's move from Crystal Palace.
Canaries' sporting director Ben Knapper added: "Papa is a huge talent, and we're delighted to have won the race for his signature.
"He's a player with enormous potential and he'll add pace, and a real directness, to our attacking options."
