The 22-year-old has scored eight goals in 72 Championship appearances across loans at Swansea City, Plymouth Argyle and Stoke City.
He made seven senior appearances for Wolves, having graduated from the club's academy, and has signed a "long-term" contract with the Lions.
"Luke has Championship and some Premier League experience - he is a midfielder who is comfortable on the ball, is full of energy and wants to run and play forward," Millwall's director of football Steve Gallen told the club's website., external
Cundle becomes Alex Neil's fourth signing of the January transfer window, following Aaron Connolly, Tristan Crama and Ajay Matthews - who joined the club on Thursday - through the door at The Den.
