Formula 1 is "not in great shape" and drivers are "disappointed with it", according to Mark Webber.
The former Red Bull driver, who retired in 2013, said: "It's just not stimulating for the drivers. This is rubbing off and the fans can see this."
He added that he disliked changes aimed at improving the racing and said F1 had become a "sniff too artificial".
The 38-year-old Australian is especially critical of the DRS overtaking aid and Pirelli tyres.
Webber's view is not shared by Lewis Hamilton.
In a BBC Sport column, the world champion said F1 remains a big challenge for the drivers.
"I don't see it as my job to judge what F1 is," said Hamilton. "My job is to get into the car and drive as fast and as well as possible.
"What I can say, though, is that anyone who says F1 is not rewarding or demanding for the drivers is wrong.
"I am still massively challenged every weekend."
