Predominantly a fly-half, Bell can also operate at full-back and centre.
Wasps director of rugby Dai Young said:, external "As a young English player with huge potential, we are delighted to welcome Tommy to the squad.
"He has impressed up at Leeds last season and he'll provide us with excellent options across the backline."
Bell added: "I've really enjoyed my time at Sale Sharks and want to thank all of the academy staff who have helped me develop.
"Playing regularly this season in the Championship with Leeds has allowed me to kick-on, and I'm excited about joining up with Wasps this summer for the next phase of my career.
"For now though my focus is on the Junior World Championships."
