Wales Under-20 suffered a second successive junior Six Nations tournament defeat as they conceded three tries to France Under-20.
Wing Lucas Blanc broke the deadlock after 18 minutes with full-back Thomas Ramos converting.
Scrum-half Tomos Williams crossed for the visitors, but Ramos's penalty gave the hosts a 10-5 lead at the break.
Back-row Anthony Jelonch and wing Arthur Bonneval touched down in the second half Ramos converted both tries.
Wales U20's tournament began with victory over their English counterparts, but defeat followed against Scotland U20.
