The 28-year-old has spent the last two seasons with French team Brive, where he played 25 games.
The England-born Irishman spent a season with Ulster before four years with Munster and two with Connacht, making more than 100 appearances.
"I’m excited to get back to England and to experience Premiership rugby with Newcastle Falcons," Arnold told the club website, external.
“I see my role as bringing physicality and power to the midfield, and some experience as well."
Arnold is the Falcons' 11th signing ahead of the new season, which kicks off on the weekend of 20/21/22 September.
