Plans to build up to 92 homes are due to be considered by Chichester District Council.
The application, submitted by Gleeson Land, proposes to build the properties at Wheatlands, south of Lagness Road in Runcton.
The council has received 40 letters objecting to the plans, including those from the parish councils in North Mundham, Pagham and Oving.
In planning documents seen by the Local Democracy Reporting Service, the applicant wrote: "The development provides a much-needed variety of new open market housing, affordable housing and apartments, open space and biodiversity enhancement."
Concerns have been raised including road safety and congestion, the impact on the Runcton Conservation Area, and the site being outside the settlement boundary and not allocated for housing in the Local Plan.
If the plans are approved Wheatlands, which is the existing detached residential dwelling, will be demolished.
The applicant proposes to build 64 mainly two and three-bedroom homes for the open market and 28 affordable homes.
A report to the committee stated the provision of affordable housing outweighed "the moderate conflict" with the Local Plan.
The application is due to be decided on 8 October.
