Police to investigate CCTV disposal in case review

A police force must look into why it disposed of CCTV evidence as part of a review into how it handled an alleged assault.

In a letter dated 18 December, the Independent Office for Police Conduct (IOPC) said complaints regarding Humberside Police's handling of the case were "upheld in certain parts".

The IOPC review came after complaints were made about how a reported assault was investigated, the disposal of CCTV evidence and whether the complainant had a right to attend misconduct proceedings.

Dep Supt Simon Vickers, said the force "fully accepted" the outcome of the review and had "implemented numerous changes".

'Consider recommendations'

Mr Vickers said: "We fully accept and have advised the complainants that the original response received was not reasonable and proportionate and have implemented numerous changes and actions based on recommendations provided by the IOPC in their previous review to ensure we provide a better service to victims."

'Opportunity for learning'

A spokesperson for the IOPC said: "In December, we completed a further review requested last year of a Humberside Police investigation into complaints arising from an alleged assault incident that took place in 2020.

"We upheld some aspects of the review on the basis the outcome arrived at by the force was not in our view reasonable and proportionate.

"We concluded that Humberside Police should conduct a reinvestigation into a specific complaint in relation to the disposal of CCTV evidence."

The spokesperson said the review also decided the force should "provide better information about whether the complainant had a right to attend misconduct proceedings against a now retired staff member."

The review also found "some opportunity for learning for the force around evidential recovery".
