Two people have been arrested on suspicion of stalking after a device was found on the underside of a businessman's car earlier this month.
Norwich city centre was cordoned off following reports a suspicious object had been placed under the vehicle on Bank Plain at about 15:30 BST on Thursday, 11 September.
The BBC subsequently revealed that it was a tracking device.
Norfolk Police said a man in his 30s and a man in his 50s were arrested on Monday.
They were taken to Wymondham Police Investigation Centre for questioning.
Emergency services were sent to the road on the day of the incident and two loud bangs were heard that evening as the Army's Explosive Ordnance Disposal (EOD) team made the device safe, and the road remained closed until early the next day.
Inquiries established the object was not dangerous and was a locator device.

Norwich man Besnik Ademaj said he had been left "terrified" by the incident
The vehicle belonged to Besnik Ademaj, from Norwich.
He told the BBC he was "terrified" and that he did not know why someone would want to track him.
Mr Ademaj said on the day of the incident he had come out of a business meeting when a woman stopped him to say she had seen something placed under his vehicle.
"It was lucky that the hairdresser warned me and then we called the police," he added.
Mr Ademaj is currently facing criminal charges relating to cannabis cultivation and money laundering, alongside others.
He told a local newspaper that he was not a criminal and that he hated drugs.
The BBC also previously disclosed that Mr Ademaj had been the target of an alleged bribery attempt involving a Cartier watch in a wrangle over the Atlantis Tower landmark in Great Yarmouth.
The men arrested on suspicion of stalking have been released on police bail.
