Bank of England unveils shake-up

Bank of England governor, Mark Carney has unveiled a shake-up of the Bank of England.

In a speech, external at Cass Business School, Mr Carney set out his vision for the Bank.

During a question and answer session after his speech he was asked if the sustained period of low interest rates had encouraged banks to take risks.
