Schools face fines for non-readers

Schools should be fined if their students leave without being able to read and write at an age-appropriate level, a report into the aftermath of the England riots has suggested.

Some 20% of pupils leaving primary schools in England and Northern Ireland and 40% of children leaving Welsh primaries do not reach the national standard for 11-year-olds.
