English riots: Report urges fines for schools for non-readers
A panel investigating the causes and possible remedies for the English riots in 2011 has produced a wide-ranging report highlighting a variety of reasons behind the breakdown in law and order.
The chairman of the report panel, Darra Singh, said one of the key problems was the high number of young people leaving school without basic literacy skills.
He said schools could be fined for failing to teach teenagers to read or write properly.
