Shadow Health Secretary John Healey: NHS reforms a 'massive upheaval'
Shadow Health Secretary John Healey has criticised the government's plans for big structural changes to the NHS in England as ''high-cost and high-risk''.
Primary Care Trusts are to be abolished by 2013, when GPs will plan hospital care, and manage the budgets to pay for it.
Health Secretary Andrew Lansley said many people welcomed the changes, but Mr Healey called them ''a massive upheaval''.
