Baker: EU rules will 'slow down' legal high response

New European rules on legal highs would slow down the response to legal highs, a government minister claims.

Only the most harmful substances would be criminalised under the new regulations, as the EU claims 20% of legal highs have "legitimate commercial and industrial uses."

However Crime Prevention Minister, Norman Baker, said the use of these substances in reality was "few and far between."

Mr Baker told BBC Radio 5 live's Breakfast: "If we were to adopt the EU proposals, it would actually slow down our ability to ban these substances"
