Doctors who harm patients face 'tougher sanctions'

Doctors might be forced to apologise if they have previously refused to say sorry for mistakes, as part of a number of changes being considered by the General Medical Council.

The regulator is asking the public for their views on toughening sanctions in the most serious cases.
