Toll roads 'not the answer' to traffic congestion

Toll roads are not the economical answer to traffic problems, according to a new report.

The group Campaign for Better Transport says the UK's only private toll motorway, on the M6, has not cut congestion and its owners lose tens of millions of pounds a year on the project.

They have urged the government not to see private finance as a way out of its money problems.
