David Cameron: 'It is a coalition, we don't always agree'
The coalition government has been accused of a u-turn after it said it was considering proposals from English universities that students from wealthy families who did not need loans or grants might be able to buy their places.
Later in the day, the prime minister told the BBC that there was no question of the rich being able to buy their way into university.
The row comes on the eve of the first anniversary of the coalition.
Mr Cameron rejected the suggestion that there are constant disagreements between the Conservatives and the Lib Dems saying "I don't accept the idea that the role of one party is to moderate the other".
