Burglary sentences 'should consider harm to victim'
The body that publishes guidelines for judges on sentencing wants courts to take more account of victims' feelings in burglary cases.
The Sentencing Council for England and Wales is also calling for jail terms for all but the least serious burglaries.
The chairman of the council, Lord Justice Leveson, said items which are stolen are trivial for the burglar but critically valuable for the owner.
