Metropolitan police 'will be the best in the UK'

The new commissioner of the Metropolitan police, Bernard Hogan Howe, has said he wants to introduce what he calls "total policing" at Scotland Yard.

In his first message to staff he said that total policing involved a war on crime and aimed to make the Met "the best police service in the UK".
