Labour conference: Balls urges VAT cuts for growth

Shadow chancellor Ed Balls has announced a five-point plan to kick-start Britain's economy in a speech to the Labour party conference.

Proposals include a temporary cut in VAT, more help for small firms and job creation for young people.

Mr Balls admitted Labour had made mistakes in government, such as on bank regulation and immigration, but he accused the coalition of pursuing policies that are "choking off the recovery".
