Riot report focuses on young people
A lack of support and opportunity for young people contributed to the outbreak of riots in England last year, an independent report has concluded.
The Riots, Communities and Victims Panel, set up last year, has identified "500,000 forgotten families".
The report is just one of several investigating the causes of the riots.
It was due to be published on Wednesday, but was leaked early.
Speaking to the BBC, panel chairman Darra Singh said that it was vital that people felt that they had "a stake in society" so they do not "wreak havoc".
