New rules to tackle car 'litter louts'

But in the absence of that litter champion, should there be tougher penalties?
The Conservative peer Lord Marlesford has introduced a bill to change the law so that car owners would be be made responsible and face penalties if they do not name the culprit. At the moment, councils can fine people up to £80 for throwing litter from a car but it is often impossible to prove who within the vehicle was responsible.
